We highlight the urgent need for audit-enabling processes that leverage existing organizational infrastructure, minimizing bureaucracy while ensuring effective oversight. Case studies from Dutch supervisory authorities (NVWA, RDI) illustrate the current challenges, emphasizing the need for a holistic, socio-technical view of AI systems and integrated evaluation methods. Our proposed framework, detailed with a 17-question instrument, aims to provide comprehensive insights into an AI system's dynamic functioning within its organizational and societal context, ensuring fairness and accountability over time.

Supervisory authorities face significant challenges in assessing AI systems due to insufficient documentation and the socio-technical complexity of AI deployment. The cases below exemplify these practical hurdles.

Case Study I: AI Surveillance in Slaughterhouses (NVWA)

The NVWA monitored an auditee using an AI system for animal welfare surveillance. The system used image recognition to flag irregular behavior. However, the NVWA faced insufficient information to assess the AI's technical proficiency, its integration into response procedures, its overall effectiveness, and resource efficiency. Lack of documentation on false positives/negatives, model improvement, and organizational safeguards hindered proper evaluation, highlighting a need for a holistic documentation approach.

Case Study II: Electronic Identification and Trust Services (RDI)

The RDI oversaw eIDAS applications using facial recognition. This disrupted traditional personal identification. The RDI faced challenges evaluating diverse AI technologies and organizational safeguards (e.g., bias mitigation, data usage, complaint routes). Crucially, there were no standardized procedures for auditees to document technical choices and organizational decisions, leading to 'tremendous overhead' for the RDI and a lack of scalability in auditing efforts.
